the complexity the users has to face when they want to install it

I'm +1 to apply this patch... I'm sure there are some more users like
my self who loves to have the age old Axis tcpmon inside Eclipse..  In
my case I'm using the Axis tcpmon externally while having WTP
installed in Eclipse..
