Body is lost when a SOAPEnvelope which has had headers touched is re-serialized

When a SOAPEnvelope is built from some XML and then serialized with
serializeAndConsume, if the headers have been touched but the body has not, the
body is not serialized and is lost entirely.
I'll attach a testcase showing the failure momentarily. Unfortunatley I don't
have enough Axiom expertise to fix this myself.
