Unable to obtain the reader from a partially build OM tree

When I add element which marked as build (actually it is a build element) and
try to get the XMLReader I got an exception as follows,
"The parser is already consumed"
I have added a test case (CashWihBuildElementTest) with commented method , and
have attach the patch.
