Apache Neethi is missing the pom.xml in the Maven Repository

Whenever one runs any Maven task with Incubating Apache CXF, Maven attempts to
download a pom file for Neethi. (The discussion thread is here: [1]) This is
apparently because the Maven central repository is missing the pom.xml file for
Neethi, causing Maven to keep trying to find it. Can a pom.xml for Neethi in
the Apache Maven central repository[2] be added to fix this problem?
