I am adding the new Attachment Lifecycle Manager that give runtime ability to
now manage the life cycle of large attachments that are created in file system.
These attachments are now wrapped in FileAccessor that can keep track of
activity that occurs on the files and generate events that the will trigger an
execution of lifecycle operation on the file.
This patch also removes the regression where we failed to delete temporary
attachment files.
