The handleRedefine method in SchemaBuilder does not properly set the baseUri to
the referencing schema. This means that schema components that could be found
relative to referencing schema won't be found.
SchemaBuilder already does this correctly in handleInclude and
handleImport--the implementation should be copied to handleRedefine
