I am adding changes to refactor some of the work done in WS-COMMONS-313. I
will be changing the Optimized Threshold form a long value to int and also
remove the optimization check from MTOMXMLStreamWriter.writeOptimized() method
to a separate method so the check can be invoked as public method.
