Agreed.   Once(if) Axis2 moves out, promoting them up to direct ws 
subprojects, with individual dev/user/commits lists, makes 
sense.    "commons" would be pretty much a redundant modifier 
as "webservices" it self is the collection of "common" ws related stuff.
