Resolution: Won't Fix
It seems that relative namespace URIs are now deprecated by the XML specs, but
that on the other hand, this doesn't imply that documents using this type of
namespace identifier are malformed. I think that Axiom's current approach,
which is to simply consider the namespace URI as opaque strings is the best
compromise between compliance, performance and interoperability.
