It's not so much that the committers' votes are not binding, it's that you officially require at LEAST 3 PMC +1s in order to do a release. If you don't have that, you don't release, period. So you kind of need to know when you've passed that threshold. If a non-PMC committer voted -1, we would take that just as seriously (as we've done in the past) as a PMC -1. Thanks, --Glen
