[VOTE][RESULT] Add commons-codec as an HttpClient dependency

The final result is +5 with no negatives.  So it looks like we will be 
adding Codec for the 2.1 release (or whatever we will be calling it).

Before we make any changes in CVS we need to get a Codec bug 
straightened out 
<http://issues.apache.org/bugzilla/show_bug.cgi?id=21633>.  Currently 
URLCodec does not handle non-ASCII charsets.  Also, since this code is 
not in a released version yet maven builds will require manually adding 
a current Codec build.

Oleg, are you committing on Codec now?
