I know for a fact that the latest Apache Commons FileUpload does exhibit this 
problem, however, it is known to have a bunch of issues of its own (especially 
when dealing with character encoding). 

I'd suggest to file a bug report with o'reilly folks, see how responsive they 
are, and if not, look for alternatives.

The work around suggested by Dirk can always be used as a fall-back scenario, 
in case nothing else works for you.
