My preferred behavior would be: * If no license is selected under preferences, then it remembers what you chose last time. * If a license is selected under preferences, then it sticks with that one even if you choose a different one for individual uploads. My default preference stays the same, but for various reasons I sometimes want or need to deviate from that.
