I thought of doing this, but then I realized this means I effectively
have to have *two* preferences.

LicensePrefDontUpdateOnChoose: false / empty
When set by preference:
LicensePref: CC-BY-SA-30
LicensePrefDontUpdateOnChoose: true
Which seems slightly silly, to have a preference about a preference.
We're supposed to think very, very hard before adding new prefs to
MediaWiki.
