Is this something that could be solved implementing OAI-MPH protocol
in Commons?

I don't know how hard it would be, but it seems that exporting metadata (as
a License is)
is becoming more and more important...

Last time we spoke with a dev about it (Berlin Hackathon),
he basically said: "We need to change mediawiki..."
