I generally *do* agree with most what geni wrote here before me.

I have, however, let myself to undelete the picture in question and 
reopen the deletion request; the closing admin didn't act according to 
the instructions listed at 
<https://commons.wikimedia.org/wiki/Commons:Deletion_requests> -- this 
wasn't an obvious copyright violation, especially considering that the 
other user has given some detailed arguments against closing it.

Let us just give the uploader the widely accepted 7 days' time to prove 
the copyright status of the image; "Guilty until proven innocent" (e.g. 
shoot on sight, delete before asking) is not the way we deal with things 
at Commons.
