Thanks Jane and Steinsplitter, Categories I created yesterday are now appearing, but we still have the same problem when categorising uncategorised images.
I've subscribed to the phabricator bug and will take a little break from commons. Hopefully it will be fixed at some point and I should then get a message from phabricator saying it is OK to return to Commons.
