[jelly] Creating custom tag libraries

Hi,

I am trying to create my own customer tag library, but am having some 
issues.  Other than creating a class that extends TagLibrary and putting 
it in the classpath, what else do I have to do?  Right now trying to use 
the my custom taglibrary throws a class not found exception.
