Can it be you're extracting this from the jelly alpha-3 binary distribution ? If yes, please consider this one real out of date and have a look at:
http://jakarta.apache.org/commons/jelly/cvs-usage.html
The move out of sandbox is one of the many things that happened to jelly since alpha-3.
