Just as a future suggestion for yourself and others: I think it would probably be better to make suggestions like this on the commons-user list initially, so that it can be discussed first. Regarding the suggestion itself: have you looked at the existing xmlrules module for digester? And if so, what are you looking for that xmlrules doesn't do?
