Dear Seun,

Thank you for your reaction to the email “Resolution 201604.274 about Set-Up 
fees‏” and which further is raising the issue of the membership size. The 
suggestion was not made for us to adopt bluntly what is being done in other 
regions, rather go for an adequate contextualization. Membership growth is 
linked to the region the RIRs are serving and the fact that AfriNIC has such of 
least developed countries on the list maintained by United Nations (UN) should 
be of great concern to us and discussion should rather be focused around the 
points below:

Is the current fees schedules adapted to the region and still efficient?What is 
the impact of such level of Least developed countries in the region on the 
membership growth?What can be done to mitigate the impact and grow the Internet 
in the region and the membership base of AFRINIC?How do we protect this region 
against people selling their IPv4 space and transferring them out if Inter-RIR 
transfer is allowed and reducing AFRINIC membership?What fees schedule for a 
such environment and with almost 90% of existing members <= small?

Hello,
The other thing we perhaps should note is that the membership size differs 
significantly[1]. AFRINIC does indeed give discount for certain categories of 
members which are not also existing in other RIRs. 
Overall, while we may observe the trends in other regions they may not 
necessarily be applicable in our environment.

have counted 34 African countries on the 54 we have which is about 63%

This figure is speaking about itself if we have to consider what APNIC is doing.

Hello Diana,
Actually each RIR set the fees model which fit it's region and its community 
needs. So nothing wrong with your suggestion at all.

For the case of our region, AFRINIC already gives 50% discount  to NREN's and 
also waives fees for critical infrastructures like IXP's.

In fact, other RIR like APNIC treat  members in least developped countries 
differently.  See link below.

BOD and Executive will have to see if this can fit our AFRINIC region needs and

i strongly agree.  afrninc should pay us to take address space from
them.  this would make my business a bit easier.

fwiw, i believe fees are set by the boards (or equivalents) of all the
other rirs.  the board, and execs, are responsible that income meets
expenses.  and with responsibility must go authority.

has no one noticed the british insanity in which the country eats its
children?  i am hoping that the states does not follow.  there is no
need for the afrinic community to do so.
