At the time that the meetings in question were held (2014 and 2015), the 
participants in the meetings expected the minutes to be kept confidential.  
Subsequently, the Board agreed to publish redacted versions of the minutes.  
Redaction must be done carefully to preserve the confidentiality of sensitive 
parts of the discussions, while publishing parts that are not sensitive.
