How can Afrinic "measure" the legitimacy of an action? Afrinic cannot do the job of local courts I presume. In order to support a) and b) it is important to have the decision taken at the level of the local courts. Otherwise, shutting down the internet in a country (without a court order) becomes equivalent to arresting an individual without a warrant.
