While I think that some of the changes are positive and necessary, I will note
the following issues:
1. This process was not submitted to the community for input prior to
implementation.
2. This is being announced in December and yet calls for activities in
October. Will this new process apply in Uganda, or, is this the process for the
2019 election?
3. While it is expedient, I think that removing the most popular candidate
in the last election from the slate is in the same vein of contempt for the
community
as the refusal to table the no confidence motion in Dakar. I humbly
request that the board reconsider the decision to remove “none of the above”.
As an alternative, the board should consider proposing updates to the bylaws
which better address the issues of quorum and what happens when the majority of
the board becomes vacant. Arguably, this could be as simple as removing the
word “elected” from the definition of quorum.
