AFRINIC has not set any rules for what you call “outside fellowship programmes”. AFRINIC members often sponsor their employees to attend AFRINIC meetings, and other organisations may also sponsor people to attend. AFRINIC has not interfered in such arrangements. At one time, AFRINIC had an arrangement with OIF, where AFRINIC would assist in arranging travel for OIF fellows, but that arrangement lapsed some years ago.
