The candidate in question has a campaign team purporting to be from Afrinic
elections and is calling Afrinic members all the way from HongKong, asking
members  to vote and provide confirmation after voting for your candidate
based on all the WhatsApp screenshot messages that members have shared
across different mailing lists.

It is also public information that Paul Wolner's company [1] originates
significant millions of IPv4 address space allocated to Cloud Innovation
Ltd [2].
