In essence, it is AFRINIC staff choosing on their own initiative to effectively implement most of the provisions of the proposed “Resource Review Policy” which failed to gain consensus and was eventually withdrawn by the authors.
It’s unclear to what extent the board has sanctioned this staff-driven witch hunt, but sofas, it appears to persist despite it’s current consequences to date. Certainly, the board must have consented to its continuance for it to still exist.
