Hello Sylvain - The Advisory Appeals Process provides for review of disputes regarding an RIR which fails to follow "its documented _policy development process concerning global IP number resource policies_” (emphasis added) Global IP number resource policies are those processes which are used by the IANA function operator when issuing IP number resources from the global unallocated pool to each RIR, and as such the scope of the Advisory Appeals Panel is quite narrow and does not extend to disputes within an individual RIR on regional policy development or regional registry administration issues.
