Yes. Casual vacancies should last only until the next meeting. The candidate should be eligible for re-election, if he/she wishes to stand, but nomination/application should go through normal NomCom procedures. The next elected candidate should receive only the remaining term of the previous candidate though, instead of the full three-year term. Thus, not impacting on the staggered terms.
