No. Ancient Greece provided an expansive list of contributions to humanity through
their own fragmentation. Granted it wasn't good for defending against invaders but
that can be accomplished through welcoming them and incorporating them (citizenship and all).
Many times "fragmenting the community" is undesirable, but I do not feel it is the ultimate goal.
