Do you really think that Tomcat 4's startup time would've remained significantly worse than 3.3.x if those working on 3.3.x had migrated to working on 4?
They wouldn't have. They would have migrated to SourceForge.
That's the problem with an all volunteer army. The can't be trusted to do as they are told.
