How would this differ from the Wiki? I think that the discussion should be
about features, not about labels.

I am generally in favor of eating one's own dogfood. If there is suitable
technology from within the ASF, I would favor it over imported technology.
This is not about NIH syndrome. This is about using one's own technology as
a reason for improving one's own technology.
Having said that, I'm not sure whether or not I would push a Cocoon Wiki
over SubWiki except based upon features. There is a unique relationship
with tigris.
In any event, the discussion should be focused on what problems are to be
solved, not what label is used to describe the software.
