I've posted an initial implementation of OWS Common (currently only supporting ExceptionReport) for review and comment.
See attachment in http://trac.gispython.org/ticket/172 I'd like to confirm the approach, conventions, etc. are okay, before implementing the rest of OWS Common (which will be used as the baseline for SOS [and other OWS specs] Capabilities processing).
