Not an intended version requirement. I just checked, and I'm using  
1.2.1.

The attribute-chains test fails for me now too, and has since I  
switched to GEOS 3.1. The locale failures are (I think) do to a lack  
of installed Brazilian-Portuguese locale data on your system.
