We should continue to distribute a Python version independent wininst.
Eggs for 2.5 and 2.6, maybe even 2.7. Best to wire the suffixes into
the setup script?

I've committed the changes so far and am attempting support either the
egg or wininst DLL locations. See:

The following commit adds the two DLL directories to the repo.
