I've been promoting the use of numpy's array interface or a GeoJSON-ish Python interface for interoperability and have heard that the latter has been adopted in ESRI's ArcPy, but I've never had any communication from the PySAL developers. WKT is probably the worst interchange format for Shapely because I've seen memory leaks come and go in the GEOS WKT writer and reader code.
