I managed to add INSPIRE support to the iso class in owslib.
The changed file is here:

The is a major change in gml namespace that you will not like :)
I am thinking, should we fork the code to an inspire class or add some
magic to automatically select gml, if the xml is identified to be
inspire? I can provide that kind of automated recognition...
