We added a parallel_offset method in 1.2.8. We'll want to change the implementation to work with GEOS 3.3.0.

This was a bit of a pain to districate as a GEOSSingleSidedBuffer interface entered C-API as of GEOS-3.2.0 but had the lineal semantic (offset curve) rather than the areal one (buffer on one side only). So what we'll have in 3.3.0 is: 1. A new GEOSOffsetCurve function deprecates GEOSSingleSidedBuffer 2.
