There is a gtk2 fork of roadmap [1], that supports 
route planning, oneway streets and turn restrictions.
The program has wince and windows versions too.
It supports TIGER in the US, DMTI in Canada,
Freemap in Israel[2] and (in principle) the
maps from Mapcenter[3,4].
This program is licensed under GPL.
