Isn't very complex either - Linux system time is UTC and can be synced through nntp while network access exists.
Alternatively, one can read the local or UTC time from GPS.

So, local and global time is avaliable. It may just need some nice user interface to show time of two time zones by default (both your home zone and your current zone)...

The pictures of the Neo show a clock. Will this be a world clock?
I would really like one so that when I get to Germany next year, I
can keep track of time back home for making my calls. One with
ability to set alarms would be great.

I travel so much that usually when I wake up I have _no_ idea what time zone
I'm in. You bet it will be a world clock ;-)
