As said, I'd _guess_ it'd probably work, but since it's non-standard,
there's valid leeway for it not to, so we'd likely need to document
devices that are (un)co-operative directly with the powerless Neo host.
As one datapoint, the Belkin Tetrahub I have will not recognise a
powerless (VCC=0V) host.
It will stay connected to a host that has VCC fall to 0V.
(I have a Cardbus USB adaptor, that needs a USB fly-lead for power)
