You do realise that this essentially means 'throw away all existing GSM phones' ?
If you can clone the IMEI of a phone, the network has no way of telling it from the cloned phone. Yes, you can do potentially clever things on the network thing, like disabling new clones of phones in distant locations, but with existing phones, there is no way of doing it.
