That sounds likely, especially given the effort they have to put into the project. I'd say most of the added cost is in packing, addressing, etc. and they may have planned on doing that in house earlier. I hope that there is reasonable insurance cover included.
Via EMS (postal "rush" air mail, takes about a week from the US to Belarus) it would be much less.
I had an MP3 player (probably about half the size of the OpenMoko's box (at a guess) sent from US to Australia via FEDEX. It took 36 hours from payment to arrival at the local (inland) courier base station where my friend worked and he called me when it got there. It was US$25 or so for shipping from memory.
