One of the guys on the SLUG (Sydney LUG) mailing list, found info that should answer some questions about using the Neo 1973 in Australia.
I am not an expert, but my take on this is that as long as the GSM modem is to international standards, then there is no problem. The fact that there is a phone built around it shouldn't matter. I can buy an RS232 attachable GSM modem and plug it into a Linux box to give me basically the same thing. Email copied below: Gents, ACMA is the Australian Regulator.
