As a mental model, you can think of the Neo as an Linux/ARM based PDA
with an embedded GSM modem.
Latency is a problem with TCP/IP over wireless. You can do a few
things to try and improve this, adjust the window size etc.. if you
are losing a lot of packets then you want retransmissions to be small
chunks of data and not large ones.
I'm sure there's plenty more you can do, plenty of information around
on the web.
You also mentioned hardware? if you can't wait for a Neo the Palm
Treo 650 will boot OpenMoko, the screen is a bit small however.
