I would think this would work to charge the Neo while in host mode. If the hub doesn't support a non-powered host, you could always use yet another port on the hub to power that connection (creating another loop). It would eat up 2 ports on your hub to do this, but I would think rigging custom cables is a bit easier than rigging custom hubs.

Just my thoughts.

It will be if you use a special cable which allows power into the Neo but not 
out of it.

You would only connect the data lines from the Phone to the hub.

You need a cable which allows power into the phone from a PSU, then supplies a 
hub with the USB data lines.
