Well WCDMA aka UMTS was "made in Japan" as NTT DoCoMo launched the first commerical WCDMA 3G mobile network in 1991. I dunno about protectionism, and there are many sides to this. The North American wireless infrastructure is advancing slowly due to its roots in old tech, and will probably be the slowest to advance to widespread 3G adoption.
