From the software point of view it is quite easy, the linux kernel provides the required infrastructure to access i2c devices. Examples can be found in linux/drivers/i2c/chips/. I suppose a simple chip driver could propose to set the tuner frequency with a /sys interface for example. I have no idea of the required hardware modifications.
