This could be just 'hoping for a desired outcome', but I reckon that there is no duty payable on phones imported into Australia. When I emailed Australian Customs (trying to get them to have sympathy on the bulk order thing), they only mentioned GST. See below. Also, regarding postage, I think it would be slightly more accurate to use UPS postage calculator (instead of Australia Post) as the phones are shipped from USA. Although, when I did so I got much the same answers.
