How about a system like launchpad's PPA (Personal Package Archive) which allows developers to have their packages built automatically for all versions of ubuntu. This could have access to all of the libraries available through OE and any that you build your self - avoiding dependency problems in the toolchain and allowing users to get hold of the packages once built.
